The LEP Goes to the Circus May 25, 2012

Today was a celebration of the birthday of the Gloucestershire Local Enterprise Partnership. With our LEP, they like to do things differently. So they held the event at Gifford’s circus at Cheltenham Racecourse. So when you arrived everyone knew it was going to be a bit different.

The event opened with Tweedie the clown entertaining us with humour, agility and dexterity. He was an excellent showman, who helped set the mood for the conference. Nell Gifford then road in on a horse – not something you see at your average conference and told her story of her gap year in the circus, which led to her learning as much as possible about all aspects of the circus, to eventually setting up her own circus with her husband Totti. It was inspirational to hear Nell’s story and how she is living her dream.

So to the main business of the day – what has the LEP done for us. The Local Enterprise Partnership has four strategic areas, Promotion, Connection, Investment and Skills.

These are the headlines for each strategic area:

Promotion – There are now 175 Gloucestershire Ambassadors (Yes I am one!), Over £2.5 Million has been spend on press coverage worldwide. £1 Billion value of tourism, 150 jobs brought to Gloucestershire by just one new investor – Whole Food Market. There are 240 inward investment enquiries.

Connection – £14.9 Million investment in Internet Broadband, matched by £7.5 Million from Gloucestershire County Council. £40 Million investment in Gloucestershire rail trace redoubling. £8.4 Million investment in infrastructure.

Investment – Gloucestershire Local Enterprise Partnership has reached 85% of Gloucestershire’s businesses. 16 new Forest of Dean Businesses. £18 Million investment in the Forest of Dean by GlaxoSmithKline (GSK) Consumer Healthcare. 7,000 potential employees have been helped with 700 employers supporting the LEP.

Skills – 20 schools took part in the Gloucestershire Skillsfest. 4,200 apprenticeships in Gloucestershire. 3,400 pupils to participate in the schools and business enterprise programme.

All this on top of essentially starting a new business and organising a new structure along with engaging with Private and Public Sector Partners. If you want to know more you can visit the LEP website here – and download the first annual report, the only LEP to produce one so far.

Well what about the future – the LEP has produced the Economic Vision for Gloucestershire 2012-2022

Investment – In 2022 Gloucestershire will have world class companies, a diverse business portfolio and a reputation for starting and growing great businesses.

Promotion – A quality of working life recognised as the best in Europe.

  • Attract and retain the next generation of talent and build on the expertise of current business professionals
  • Attract and retain successful, growing businesses
  • Sustainably grow key sectors

Skills – A highly employable and economically productive population

  • A culture of enterprise in our school, college and university leavers
  • Businesses that know their future skills needs and invest in their people
  • Integrated education and skills sector which delivers for the economy and business.

Connection – An infrastructure that support economic growth.

  • Integrated and improved transport infrastructure
  • Broadband service and use, that matches the best in the UK
  • A planning system that delivers efficiently and consistently for business

This can only be achieved by working together both in the public and private sector. I think that we in Tewkesbury Borough are probably uniquely placed to help deliver some of these aspirations, if we can get the Joint Core Strategy right and work closely in partnership for the benefit of all the people in the Borough. It’s early days but it is a good start.

 

 

Biased Echo and Poor Reporting May 18, 2012

Before I get into the the blog, just a reminder these are my personal views.

As I predicted in my previous blog article, the negative press arrived but it was more than negative. The article in Today’s Gloucestershire Echo “Bid for free parking during High Street work is rejected” by Robin Jenkins was unbalanced, politically biased and I believe misleading to say the least. It was probably the most politically biased journalism I’ve seen in a very long time. Clearly Robin Jenkins (and the Echo Editor) are running Mike Sztymiak’s campaign to be re-elected as County Councillor. It is one sided in the extreme. In the 400 words, 38 are given to the opposing viewpoint and none of those put the counter-argument.

The good news is due to modern technology I can put my views out to the world through this blog without censorship, these argument would never find their way into the Echo without some serious editing.

Tewkesbury Town is one of 49 Parishes in the Borough of Tewkesbury, they have had approximately £250,000 of County Council money spent on the High Street safety scheme. At the end of it they will have a very nice high street. This did not happen in Winchcombe where the town centre had major road works for the best part of a year, without the resurfacing.

This is a County Council scheme for which Cllr Sztymiak appeared to support at the outset and now he wants the Borough Council which has a much, much smaller budget to pick up the tab. What lobbying has he done in the County Council I wonder.

The Borough Council has been running a business grant scheme for most of this calendar year, this is aimed at new businesses and promoting existing businesses. Only two town centre businesses have applied for (and received by the way) grants. Despite publicity through the Tewkesbury Chamber of Commerce and Federation of Small Businesses, the Echo and the Council web site.

The continual negative press, including letters to the media deter visitors to the town from the local area. I have had first hand information when I was Mayor and people outside of Tewkesbury commenting on what they had read, said it had put them off going to the town. Cllr Sztymiak’s motion adds to that negativity, along with the article today.

Just having free parking will not attract anyone, think about it, would you jump into your car just because a local town had free parking. You need a reason to go there in the first place. Tewkesbury has some great attractions but fails to advertise or exploit them anywhere near well enough.

Tewkesbury has some excellent retailers but these are let down by others who can’t or won’t match the service offer of the best. For example, I bought something from a town shop today, not a smile, not have a nice weekend – just a frowning face. Hardly a ringing endorsement. Another trader yesterday told me – well the car parking is too expensive it is £8.00 all day. Yes it is £8.00 all day in a short stay car park, if you stay for a few hours it works out at a £1.00 per hour. If you stay in a long stay car park it is 50p per hour, in one car park it is a £1.00 all day.

When I said that there were excellent shops in Tewkesbury the individual agreed and said they liked a particular shop but didn’t buy from there as it was too expensive. Good to see the traders supporting each other!

I’ve also been in shops where the retailers are moaning to the customers about what they see as the poor state of things. I’m afraid that’s not the way to sell things and why would you want to go back.

Now to Councillor Sztymiak’s disingenuous and misleading comments. Yes the Borough Council has reserves of nearly £20M but only £1.2M of that is revenue reserves. Government rules prevent public sector authorities moving money between revenue and capital accounts. So what he says is not actually the whole picture. I find this surprising as Cllr Sztymiak is on the Council’s Budget Working Group and I have to say if he does not know the difference between capital and revenue he should carefully consider his position on that sub-committee.

Now if the Borough Council were to spend that reserve on say free car parking and there was an emergency (such as flood etc) and money wasn’t available. What do you think our friend Robin Jenkins and his colleagues might make of that and more importantly the victims we could not help.

The council would lose £23,500 of badly needed revenue. This revenue supports things such as Cascades swimming pool (by the way he voted against the recommendations on Cascades at the same meeting). Difficult decisions have to be taken and the balance of supporting the needs of traders in one parish has to be weighed against the needs of the people both in that parish and the other 48 parishes. They are not easy decisions but on weighing the argument most of the council decided that they could not support losing the £23,500 revenue but could support traders through the Business Grant Scheme.

Lastly, I do not see Tewkesbury Town Council supporting or promoting there own town – strangely Councillor Sztymiak is also a member of that council. I think it time Tewkesbury has a go at trying to help itself, rather than waiting for others to do it for them.

What is needed is a positive view instead of the negativity that Robin Jenkins and his colleagues think sells newspapers.

Full Council Meeting – From the Benches May 16, 2012

Yesterday was my first council meeting in two years sitting in the debating chamber. This is just my perspective of what went on.

Firstly it was a long meeting, with some difficult issues to face, so here is my quick run through.

After the normal formalities, it was the election of Leader and Deputy Leader, followed by the membership of the council’s committee. For completeness these are the Executive, Overview and Scrutiny, Audit, Planning and Licensing, then various adhoc committees. Councillors Robert Vines and Allen Keyte were elected Leader and Deputy Leader of the Council no change. There were minor changes to the main committees but for my part I remain on the Executive and have returned to being Vice Chairman of the Audit committee. The Leader of the Council then delivered his report, I can provide a copy if you want one.

We then elected Councillor Brian Calway to be our representative on the Gloucestershire Police and Crime Panel, other members come from the County and other District Councils in Gloucestershire. The role is to scrutinise the new Police Commissioner when one is elected in November of this year.

Next up was the Council Plan for the next three years. This was agreed although our opposite numbers did try to make some environmental changes to the plan however, we see these as being part of everything we do anyway and there is no need to add every policy to what is a relatively short sharp explanation of direction of travel.

The new standard regime was agreed, at least in outline, we still await full government information on how this will fully operate. Essentially this is a replacement to the standards board, where Councillors can be brought to task for breaking codes of conduct etc.

The next major item was a difficult one particularly for me – a motion to council - Councillor M G Sztymiak will propose and Councillor P N Workman will second that: ‘This Council enables free parking in Tewkesbury Town Centre Car Parks during the period when the High Street is being resurfaced (6-17 June 2012) in order to mitigate against the effects of commercial damage and to protect the economic vitality of the Town.’

Whilst I sympathise with traders in the town car parking is very often seen as the problem, in fact it is only a symptom. The proposers said that free car parking would bring people into the town. It doesn’t stack up to me that people would travel anywhere just for free parking, they need something to go for. We need to get the offer right in Tewkesbury and we are working on it as hard as we can.That said the end result of the resurfacing works, as well as the improvements that have already taken place in the town centre, will be a huge benefit to the town. But like all other areas that are lucky enough to receive resurfacing works, there will probably be a bit of disruption while they are taking place. However, opening up our car parks to offer free parking would have cost our taxpayers £23,500 and therefore is not a viable option. Importantly, businesses in Tewkesbury town centre are able to apply for up to £1000 from our business support grant, which has been introduced to help businesses in the borough to grow. Despite being widely publicised, only a couple of businesses from Tewkesbury town centre have applied for a grant, so I strongly recommend that they get in touch to make the most out of the scheme as it will help to provide much longer-term benefits.

The next item was also a difficult one – the papers had the title Council Office Refurbishment, in reality this is essential maintenance in the first instance. There will also be some upgrading to windows and ceilings, this is to save money in heating etc. If we don’t spend now, this will cost much much more in the future, Government has been accused of spending our children’s money and I don’t want to leave a large bill for the future when we can nip a lot of this in the bud now. Unfortunately due to previous council decisions, made at the time for the right reasons, has left us with a larger maintenance issue than we would have likes, so we have to put that right now. One silver lining to this is that we hope that much of the repairs and renovation work can be done by local firms. This means the money will go back into the local economy.

So a long evening, difficult and not pleasant decisions to make but that is what we have to do in these times. But no doubt these issues make a great negative news story.

Never mind the fun of Mayor making – time to get back to business with an update of what’s been happening in Economic Development and Promotion.

Car Parking

The usage figures for April were down on March although the highest April since 2008. Given the amount of rain in April it’s not been surprising the drop in usage since March but they are still good figures none the less.

Tewkesbury flooding, we had some excellent feedback from permit holders in Rails Meadow car park after the team tipped them off to the rising floodwater in our car parks, these particular permit holders were very grateful indeed. Permit holders can use other car parks in time of flood. Just to say we do provide a good service and are not always the harbingers of bad news1

Tourism

A draft marketing plan for Cotswolds has been produced, we will be looking to our tourism partners in other districts to help with this.

The new Tewkesbury website is ready and will be launched by our partners in due course – I will let you have details when I get them.

Economic Development and Promotion

Opportunity Tewkesbury our DWP colleagues are now widening the postcode area to include the A38 corridor, the scheme is still delivering.

Business grants – 54 applications in total so far, 28 approved, 3 refused, 10 approved subject to checks, 4 awaiting appraisal and 9 applications in the pipeline awaiting quotes. Figures are for end of April.

The Italian market will be coming to Tewkesbury on the 20th July and Winchcombe on 22nd but that date needs confirmation.

Festivals

We are getting a lot of criticism over the Food and Drink Festival not happening. As it turns out we probably couldn’t have held it anyway due to the weather, flooding and the major long stay car parks being under water. That said we are working hard with local businesses and partners to host an event later in the year.

We are also keen to reintroduce a farmers market however, this is in its very early stages.

Bit short this month but quite a bit going on behind the scenes that hasn’t come to fruition yet.

This is almost certainly my last post in the category of Mayor – last night (8th May) I handed over to my successor.

Here is roughly what I said at Mayor making yesterday.

Congratulations to Councillor Surman, to Phil and Di I hope you have a really good year and you will have my full support whenever you need it, enjoy every minute – time will as I can attest fly by.

Thank you to Canon Paul Williams for acting as Chaplain this evening. As some of you will know a couple of weeks ago my Chaplain Tom Clammer left to move to Salisbury and I can now report that Canon Tom is now the Canon Precentor at Salisbury Cathedral fully installed. So thank you Paul very much for leading us in prayers this evening and for the additional work he is doing in the severn side benefice.

I would also like to thank all the civic heads, commonly known as the chain gang for their company, support and good nature over the past year. I can say the class of 2011/12 have been fantastic company over the year and I know many friendships have been made. Could I also be so bold to include the Lord Lieutenant along with the former High Sheriff Mark Heywood as part of that group. You have helped put us all at ease and been a role model for us all.

Thanks must also go to my fellow councillors, not only for the confidence they had in me this time last year but for the way in which they have conducted themselves in our meetings, particularly those in which we have had to make some difficult decisions – no doubt there is more to come this year and more tolerance and patience will be needed. I hope that you can give the same support to our new mayor.

A big thanks must go to the Democratic Service team Lin, Lisa, Jenny and Lisa whose organisational skills have made the civic year run like clockwork – and it’s important to remember that not only do they look after the mayor, but run elections, take all the minutes of the committee and working group meetings and look after 37 other councillors as well. Thank you.

Sadly there is a vocal minority that seems to relentlessly object to anything and everything this council does, and some of the things that it is not responsible for, it seems that they want to have everything done for them. This is evidenced in the constant letters and stories in the local media. I and Sue have found that this constant stream of complaint puts people off coming to the the Town and Borough, I think the penny is now starting to drop to some of these folks – after having read and seen the stories about the recent flooding in Tewkesbury, what they are writing is having a similar but smaller effect.

Luckily this is not the true story or position – we have met some great people doing fantastic things across the Borough and beyond. Sue and I really want to thank those many people – we have been welcomed with wonderful warmth and friendship wherever we have gone. We really appreciate the time given to us, to help us understand and support whatever event we were attending. I think it would be a really good idea for the media to shadow a mayor somewhere – there are many truly outstanding things happening, all done by people giving of their time and energy freely. Each one a good news story in its own right and I have been humbled by the many things I have seen and the stories I have been told. I can confidently report that our community is thriving and supporting each other and it has been a privilege to witness this.

Finally I want to thank one very important person. Sue has been at my side constantly, encouraging, sometimes cajoling but always supporting me. Our wedding anniversary is May 5th – last year I took her to the Borough Election count – who said romance was dead! This year I did a little better by taking her to the Mayor of Gloucester’s Charity Dinner. Next year who knows? Sue had a few weeks off after a major operation last year – resulting in me having to go on some heart stopping mop fair rides as my daughter Heather stood in her place and of course Heather likes that sort of thing.

All I can say it has been a special year but it has been made extra special by being able to share it with someone who is very special to me. I strongly believe and I hope you will agree that she has been a wonderful ambassador for the Borough – Sue thank you for all you have done not only for the past year but for your love and support over the last 33 years, I couldn’t have achieved anything without you.

Thank you all, truly and sincerely, it has been an honour and a privilege to serve as your Mayor.

Muddy Wins a Prize May 8, 2012

Saturday 5th was a big day – firstly it was our wedding anniversary and just to say the Mayoress could have murdered me twice and be out on parol, secondly it was our last civic event – all say aaahhh.

Our last anniversary was spent at the Tewkesbury Borough and Parish election count – I know – who said romance was dead. This year I did a little better by taking Sue to the ball. It was a great evening with some excellent company. Cllr Andy Lewis Right Worshipful Mayor of Gloucester knows how to party but with some series intent on raising money. I’m sure Andy made lots of money for his two Charities Alzheimer’s and St John’s Ambulance. In the raffle I actually won a prize – three children’s books signed by the author. Much fun was had with this, with a surname of Waters winning three books in the Muddy Waters series gave everyone a smile. Into the Last Week May 3, 2012

Yep that’s nearly it folks – I’m into the last week as Mayor and it’s been a fantastic time and it is not quite over yet.

Monday we went back to Alderman Knight School following cutting the soil for the new build in October. Well now there is a fantastic building, warm, light and spacious. It is going to be a truly great space to learn in. To top this they are going to get one of PJ Crook’s life size sculpture’s that were on display across Cheltenham and at Cheltenham race course. They are going to get the Panto Horse and you can see what it looks like here. The new building should be occupied by the school in September. Speller Metcalfe have worked in partnership with the school and are ahead of schedule. In September they will move into the old building, gut it and almost rebuild it hopefully ready for next March. Six years ago I would not have thought this possible so for me it was a very moving moment, actually seeing a vision coming to life!

Tuesday we received a citation that the Borough of Tewkesbury had presented to HMS Gloucester for services in the Gulf in 1990-1991. This had ended up in the Mayor of the City of Gloucester’s Parlour following the decommission of the ship. Cllr Andy Lewis the Right Worshipful Mayor of Gloucester kindly presented it to us for return to the people of the Borough of Tewkesbury. It will be given a place in the Borough Council Offices.

On Wednesday I attended a sub-group of the Budget Working group, starting to look at some of the very difficult things we will face in next year’s budget.

Thursday – today was the rehearsal – well really a walk through of next Tuesday’s Mayor making.

Only one event remains – as the diary currently stands and that is the Gloucester Civic Ball on Saturday, raising money for the Mayor of Gloucester’s charities.

So not long now, mixed emotions, sad at not meeting as many great people that the role of Mayor enables me to do but glad at having a bit more time to catch up with all the other things I want to do.

What Day Is It? Where Am I Going? April 29, 2012

This week has been very much like the title – everything blurring into one. So let’s start to try and break it down – starting with Monday 23rd St George’s Day.

During the day as I was on a course in a private capacity to learn how to be a mentor. The course was run by Gloucestershire Enterprise Ltd. This is part of the Opportunity Tewkesbury initiative, so hopefully I will now be able to play another role in this acting as mentor to individuals on the scheme.

Monday evening we attended the Royal Society of St George thirty fourth St George’s Day service held in Gloucester Cathedral. A wonderful service not only celebrating the day but also the presentation of Elizabeth Crosses to families of individuals who gave everything in the Korean War and the Northern Ireland conflict. The Captain Robert Nairac GC youth awards were also presented. Both presentations were very moving.

Tuesday 24th we were at Slimbridge Wildfowl and Wetlands Trust Centre for the Annual General Meeting of Gloucestershire Girlguiding. This like it’s brother organisation the scouts, is a great organisation that provides excellent opportunities for young people, in this case girls. It was interesting to see what they have done over the year and the plans they have for the future. It’s really important to give our young folks both structure and opportunity.

Wednesday 25th – I was on the streets of Tewkesbury with our Civil Enforcement Officers (commonly called Traffic Wardens but they are much more than this). It was sad to see some of the abuse they receive for things that are not in their control. That said I was highly impressed by the professionalism in what they do. They help to keep traffic moving and do help guide people around the town. Some of them keep the car parks clean, tidy and clear of weeds – that is definitely not in their job description, they do it to try and make the town a better place. They get a very bad press but do a very important job and I thank them for it, especially having visited a place where there were no parking controls, with the ensuing anarchy and congestion.

Wednesday evening we were at Imjin Barracks for the Army Engagement Team’s presentation on what the Army does and the support it needs. We also learned a little bit more about the HQ Allied Rapid Reaction Corps who hosted an interesting evening. The are very good hosts indeed and of course all the Military people in our Borough deserve our help and respect, for the work they do.

Thursday 26th was a day off being Mayor and Mayoress but I chaired the Tewkesbury Parking Board, we have received the results of a parking survey, once I’ve analysed this I hope to share the key findings with you. I then went to a Chairing skills seminar – a bit late you may say – but I think you always learn something from these events.

Friday 27th we went to Yate Fire Station for the South Gloucestershire Chairman’s charity dinner. First time I’ve had a formal black tie dinner in a fire station!. The reason being is the charity the Chairman is supporting is the Gambia and Avon Fire Services in Partnership. Essentially this Avon Fire Service Charity has helped set up and support the fire service in Gambia. It has had many spin off’s such as clinics, self supporting women’s groups and much, much more. A unique charity that punches well above it’s weight.

Saturday 28th we went to Salisbury Cathedral to see my Chaplain, the Rev Tom Clammer installed as the Canon Preceptor of Salsibury Cathedral. What a beautiful Cathedral, congratulation to Tom and Emma it really is a great place to work.

That’s a rapid gallop through the week – to the Abbey later, Alderman Knight School on Monday and Gloucester on Tuesday. The pace continues – I hope I can keep up!

Wine, Song and Bikes April 22, 2012

It’s been a busy weekend. Saturday lunch time I and the Mayoress hosted the Tewkesbury Borough Past Mayors and Alderman Lunch. There were seventeen of us, spanning the entire history of the Borough Council – not as bad as you might think as it goes back to 1974. It was a very pleasant afternoon and thanks to everyone who came.

The evening saw as at Christchurch in Cheltenham for the Cotswold Male Voice Choir and their friends the Huntingdon Male Voice Choir in support of the Mayor of Cheltenham’s charities. The standard of music was very high and it was a really enjoyable evening. I hope Barbara managed to raise a good amount of money.

Today (Suunday) we went to the Prescott Bike Festival. We were conveyed there in the Mayor of Gloucester’s car, not only that but we were actually chauffeured by the Mayor himself. Thanks Andy we really appreciated it. The Mayor and his Mayoress were fantastic company during the day. The event was organised by the Severn Freewheelers who operate the local blood bike scheme. This is a very important charity who transport vital medical equipment, documents and if really needed donor materials. They are all volunteers and work through the evening and night to transport these essential things to hospitals and patients. No doubt they have save lives. The day was absolutely brilliant with all manner of bikes and Morgan cars moving at great speed (most of the time!) up the Prescott Hill Climb.

Highlight of the day was during the photographs – when Steve Parrish (of BBC bike commentator fame) asked to be photographed with the Mayor of Gloucester’s chain. Steve was joking about breaking the chain when the fob actually came off in his hand. It’s actually designed to do that but his face was a picture until he realised. Good to see biking celebrities supporting this particular charity.

Many thanks to our hosts who were outstanding along with all the great people we met – seems bikers don’t get many Mayors to their events let alone two of us accompanied by our Mayoresses. Once again thanks for the wonderful day and all you do.

Last Full Council Meeting April 18, 2012

Well not quite my last full council meeting but certainly the last in the chair as Mayor (17th April)

After the usual apologies, questions and presentations the first real item of business was the Gambling Act the “No Casino Resolution”

The council first considered the making of a resolution not to issue Casino Premises Licences on 25 July 2006 and then again on 28 July 2009. On both occasions due consideration was given to all of the relevant issues and the conclusion was reached that the granting of Casino Premises Licences would not be appropriate for Tewkesbury Borough. It was resolved to continue not to issue Casino Premises Licences.

The next item was a Notice of Motion Affordable Flooding Insurance. It was proposed  by Tewkesbury Independents that in light of the current ‘Statement of Principles’ coming to an end, that this Council writes to the relevant Government Minister and the Association of British Insurers urging them to come to an agreement that enables all households to have affordable flooding insurance for their properties. The Council elected to pass this to the Executive Committee. Partly because a great deal of work is already being done in this area by the local MP, County Councillors and other Members of the Council, for example the Area Flood Forum. Despite anger from the Independents, there is sufficient time to ensure that we are joined up with others before submitting a statement to the Minister.

The last item of the Council Office refurbishment hit a few snags. Many Councillors were unhappy at spending money on the offices in these difficult times. That said, the Offices are well beyond their expected lifespan and need to have some renovation. The analogy of servicing a car was given, if the work is not done now or in the near future it will cost more when that work is finally done. In good local government fashion, a full business case and timeframe was requested.

That concluded the meeting – thanks to every member of the Council for supporting me in my role as Mayor in helping the meetings to be conducted as smoothly as possible and to the Officers for the help and advice. Good luck to Phil who becomes Mayor on the 8th May!
